I started out using size 8 circular needle, but for my head it seemed too loose. So I decreased a few rows towards the top of hat. I also went down a few needle sizes to a 5. Next time I’d try a size 7 & 6 towards the top of hat.

3/23: I have decided to unknit this cry, too loose after a few times wearing.
