There are ten bobbles in each row.

The needle size is good for this yarn, but my gauge is coming out at 4spi//5rpi. The skirt diameter is 31”. Going to rip back and make it smaller.

Using this video for the bobbles. The crochet bobbles are easier and look better than the knit ones.

Using CourtneyLee’s mods for the skirt (with my own adjustments). Next time, move the decreases to over the bobbles.

Skirt portion:
With CC, CO 100, join in the round and work 5 garter stitch rows.
Switch to MC
Rows 6-12: Knit
Row 13: * k9, p1, repeat from * around
Row 14 (nupp row): * k4, nupp with CC, k4, p1, repeat from * around
Row 15: knit even (knit the knits, purl the purls)
Row 16: * k7, k2tog, p1, repeat around (rewrite this to decrease above nupps)
Rows 17-20: knit even (knit the knits, purl the purls)
Row 21: * k4, nupp with CC, k3, p1, repeat around
Row 22: knit even (knit the knits, purl the purls)
Row 23: * ssk, k6, p1, repeat around (rewrite this to decrease above nupps)
Row 24-27: knit even (knit the knits, purl the purls)
Row 28: * k3, nupp with CC, k3, p1, repeat around
