Ear muff (outer) modifications: Omit Round 5 and ch1. Sl st the inner and outer pieces together through BLO on both pieces. Still stuff lightly. Cut with tail long enough to sew to head.

Changes I would make to the head: Final round would decrease to 15, to match with the stitches at the top of the body, to make it easier to sew on.
