Discovered my mistake!

Each right side row has 4 decreases, one at each edge and one on each side of center stitches.

The pattern is:
Set up row: (wrong side) knit all stitches placing markers to enhance borders and central sts: after first 3sts (to mark selvage), between st191/192 and between st195/196 (to mark the 4 sts at center), and again before last 3sts.

Right Side of work:
Selvage stitches: k3, sm
Right edge: st 1-13, pm
Right panel: (stitches 14-19) repeat these six st until 13 st before right center edge, pm, st 20-31
Center stitches: sm, k2, yo, k2tog, sm
Left center edge: st 1-13, pm,
Left panel: (stitches 14-19) repeat these six stitches until 13 st before selvage, pm
Left edge: st 20-31, sm
Selvage: k3

Wrong side: k every st.

The edge sections will decrease by one for each right side row.

After each 12 row repeat reposition the edge markers.

sm: slip marker
pm: place marker then slip marker on each row.
