Used larger yarn and needles and cast on for the smallest size. Because of difference in row gauge did double decreases until 35 sts were left, then cut yarn and pulled through all loops (pattern says pull through 32 sts).

This fits my toddler’s 20.5” head with no ease. So at least I know it will still fit next year too.
