Cast on 44 st, k2p2 rib, then 1 row of k. 1 row k2 m1, (except two stitches in round -- ensure you have 64 around) then into the raspberry st for 5 repeats (20 rounds) until it measured 7” from CO. Dec 4 bobbles evenly every 4th row like this:

With 5 st left in group, sl 3 stitches kwise, pass over on rt needle, transfer center st pwise to lt needle, pass over on lt needle, transfer to rt needle repeat in between , then k the remaining st to decrease one bobble. Dec 4 bobbles evenly every 4th round, until only 4 bobbles rem on needles (16 stitches), then k2tog around, break yarn, thread through the 8 rem stitches and weave in.

This hat ended up a little too loose. Try with only 40 st, but still increasing to 64 to make it more slouchy.

Or, CO and work ribbing with size 13 needle, then switch to 15 for bobbles.
