Great pattern, title is misleading

Following the pattern as is will definitely make it too big for a newborn, however Anna does advise to measure on your child as you are working on it. Which is why I chose to wait until my baby was born to make it for her, but she’s almost 2 now lol.
Changes:
* Instead of the 60 chains, I started
with 46 and after a couple of rows
decreased to 44 by ch2tog at the beginning and the end. I should have
probably gone with 50 or so, this was
a bit TOO snug for my daughter and a tight fit pulling it up.

• The straps were made with 20 chains instead of 15, could have gone with maybe 24 and made them 1 row wider.

• The dress top was short as written with the 19 rows,I added 3 rows of seed stitch to the top and it fit perfectly.

• For the border at the bottom of the dress, I just did shells instead of the picot.

Pretty happy with how it turned out! Her size is somewhere between 18 months and 2T so you can easily follow the changes I suggested to get this to fit a 2 year old without measuring.
