Started with sz 10 cotton and sz 1 needles - too narrow for the collar. Restarted with sz 3 cotton and sz 2 needles - looking better! With #3 cotton, width of collar is 4.25” on the needles.

Hard to get the rhythm of this but: 3 st in garter st on inner side, alternating reverse stockinette with stockinette section (11 st), then garter section that includes lace edge.
