Big issue with translation on setting up edge border. If you follow as written your working yarn is in the wrong place. What I did to start the edge and be in position for chart start:

Do the 17 repeats for border setup as written. After the last RS row you now have 5 sts on the left needle and the body on the right needle. Rather than use the crochet hook, I threaded a lifeline on a tapestry needle. I then picked up 33 sts along the just worked edge. This keeps you from stretching stitches and is easier to see your count. Then, purled my 5 border sts on the left needle and then picked and purled the 33 sts on the lifeline. I am now properly positioned to do the next RS row as written and then begin the chart on the WS row.

Cable border is a slower knit. I normally read charts but am finding myself using the written pattern on this.

At the end of the cable section you will stop with 5 stitches remaining on the left needle. Your bind-off works up this edge and you will then kitchener your edge to those 5 remaining stitches!
