One skein of border color was able to get around 37 full + 3 half hexagons (including 3.5 hexagon width yarn end for each one).

To do the layout, I first put the finished hexagons in stacks of similar color theme/pattern. Then, I equally distribute them across the 11 rows, lay them out, and move around till I like it
